Your Excellency, we recall my letter dated 28th September 2020, 16th October 2020 and 21st November 2020, respectfully demanding your urgent intervention on this matter addressed to your good offices such that all the professors / persons accused should take responsibility of their actions, face the consequences and for justice to be served. Of utmost important, is the desire for me to complete my studies this academic year in a dignify and respectful manner and this can only be possible with your urgent intervention. As you know Your Excellency, the Authorities of ULB are not only determined to frustrate one but think they are above the law. They are not above the law and no one is above the Law.
Following the last email 22/12/2020 exchange with the authorities of ULB, Ms. Nadine Postiaux Vice Rector of Education, she admitted shamelessly that they will NOT issue any official written notification as to why the thesis was rejected on 6th September 2019. This is an abuse to the Global Academic Family, tarnishing the image of Belgium and a disgrace to such great Institution as ULB. Professors are obliged to justified the grades given to students and the school rules are cleared about this. The persistent continued request on my part that the Authorities of ULB should respect Articles 88 and 89 in vain for more than a year and half now is a global scandal and can no longer be tolerated. Your Excellency, it is high time to act immediately. The decision of Ms. Nadine Postiaux stating that I should just go ahead and redo another research work with the same promoter who supervised the work they rejected and was not authorized to evaluate the work he supervised and authorised for submission, further indicate the brutal unrepented attitude of the Authorities of ULB and their determination to frustrate me further after having raped me off my human rights and dignity. This is a kind of humiliating failure, injustice, discrimination and abuse which cannot be tolerated or condoned. Your Excellency, it is illegal and demands your urgent intervention. Your Excellency, if you listen to the audio during the meeting with Madame La Rectrice Annemie SCHAUS, it is evident the degree to which Madame La Rectrice Annemie SCHUAS was not only defending her racist colleagues, she demonstrated her zeal to encourage, reinforce racism such that sanctions might be taken against professors who are not racist in her quest as New Rector to continue protecting the wrongs of professor like Professor Yvon Englert which is illegal.
This is equally one of the reasons I had decided to write and inform His Gracious Excellency His Majesty, The King of Belgium. I had send this letter in an email to you and to His Excellency the Prime Minister Alexander De Croo of Belgium. In the reply of His Gracious Excellency, His Majesty The King, the advice was to get the assistance of a lawyer. Enclosed is the letter. Some of the lawyers I have contacted know how vicious aggressive and abusive the Authorities of ULB and are afraid to take up the case. The first Lawyer who was assigned to me by the President of the Lawyer Association at Rue de la Régence 63 at 1000 Brussels, was Maître Marc MAKIADI MAPASI. Maître Makiadi Mapasi had told me there are cases worse than mine and the Authorities ULB are known for discrimination and racism. He said, they are vicious in the manner they intimidate and harass and he will not take up the case. Since he is of African origin the advice he gave me was that, we are blacks, there’s no justice for blacks in Belgium stating in court there is the probability for they to be adjourning the matter. Justice is colourless and there is justice for all human person regardless of race and colour. I continue seeking help especially on getting a lawyer, I went to JUSTIXBUS and was assigned a lawyer who was of same opinion as Maître Makiapi, he directed me to his colleague who directed me to another all ended up with nothing. An organization finally forwarded me the contact of a lawyer and I have forwarded this letter of His Gracious Majesté to her and while waiting for her to react, I thought it necessary to write to your good offices once more time and cannot over emphasized the urgency of this matter for justice to be served.
To take into consideration which is very important is the fact that, the manner at which the Authorities of ULB are viciously harassing, intimidating anyone standing up in the case, my Lawyer will need your maximum support including the support of anti-racist organizations, Human Rights Defenders, Activists and people of good will. With your permission, I use this means to formally request The European Network Against Racism (ENAR), her Director Mr. Michaël Privot and other staffs to bring in the support/advice necessary for justice to be served in this matter. This is what ENAR stands for and they know this matter as I have written to them. We equally request the support and advise of The European Parliament Anti-Racism and Diversity Intergroup (ARDI). I had send an email to jelena.jovanovic@europarl.europa.eu. We will transmit this letter to them and any other information needed for their assistance. In deep gratitude. Thank you in advanced as my lawyer and us absolutely need all the necessary support for this matter and for justice to be served.
Your Excellency, we are humbling requesting your urgent intervention and all the necessary support advice you deem necessary for justice to be served in this pressing matter so that I complete my studies this academic year. Thank you Your Excellency.
Your Excellency, we are already in second semester of the academic year, all forms of peaceful solutions with the Authorities of ULB have ended up with resistance from the authorities of ULB, worsen to the fact that they are championed in aggressively harassing my personality, and committing defamation against my personality. This is illegal factor and we cannot afford to waste this academic year. This is the reason we emphasize on your urgent intervention in resolving this matter. Your good offices should without any delay intervene to make sure that the authorities of ULB and all the persons accused give appropriate correct answers to the claims they are accused of. These claims include:
1. The Authorities of ULB should issue an official written notification why the Thesis was rejected on 6th September 2019, and state why they had failed to issue this notification according to articles 88 and 89 of the School Rules and Regulation.
2. External professors should be assigned to evaluate the work. This corresponds to article 70 of School Rules and Regulations which I had requested and they unjustly refused.
3. The Professor Title given to Ms. Lucy Van Hove (corrector of thesis) who was authorized by the former Rector professor Yvon Englert to reject the thesis should be investigated. Ms. Lucy Van Hove is a Ph.D Researcher/Lecturer and graded the work 00/20 and chased me out of the Defence Room in a very mean humiliating and unprofessional manner, telling me that when a work is rejected one does not have the right to speak or ask question and ordered me to leave the Defense Room. This is unacceptable. Within two months of rejecting the thesis without justification she got the title of professorship as mentioned in the email letter dated 23rd December 2019.
4. The Racial Discrimination Complaint filed against professor Viviane Vanne which the hearing date was April 18th 2017 has no decision till date. The Commission that listened to me, had 30 days to investigate the complaint and issue a decision. The Authorities of ULB should explain why? This is the root cause of this matter, as they decided to target me and subjected me to horrible series of discriminations and persecutions, because with my skin colour and race one should not complaint or the school rules and regulations do not apply to. This is an illegal factor.
5. The extra hours and days I was obliged to do during my traineeship should be compensated.
6. The 7 pages article I wrote and submitted with no evaluation they should explain why there was no evaluation and the research time invested in this 7 pages research paper should be compensated.
7. I was dragged to the Disciplinary Commission and a sanction given “Amonestation” without any motivation nor procedure for appeal as stated in the Disciplinary rules. We need explanation.
8. The Minister of Higher Education, Minister Ms. Valérie Glatigny should be investigated to see what role she had engaged in resolving this matter.
9. Ms. Perrine Radermecker and Ms. Estelle Daga of the juridical service of Fédération des Etudiant.e.s Francophones should be investigated and held responsible for protecting racist professors and refusing to take prompt appropriate action.
10. UNIA the Belgian Organization for Equality and Against Discrimination should be sanctioned for refusing to support and defend this matter and for protecting and defending racist professors.
11. Compensation for all the wasted time.
Your Excellency, the gravity of this matter demands your urgent intervention and this cannot be over emphasized. The Authorities of ULB have criminated this matter with their attitude of distorting the facts to suit and validate their racist behaviour and must be held accountable as all the accused are liable. They are not above the Law. We are all equal in human rights and in dignity. I am a human person, born free with a soul, deserve to be respected and I am confident, your good offices will do what it take to restore my dignity and human rights raped off by the Authorities of ULB and those protecting Her.
We will list the accused and briefly state how each of the accused is implicated in this matter.
Authorities and Professors of Université Libre De Bruxelles (ULB)
Professor Dr. Yvon ENGLERT : (Former Rector of ULB (Université Libre de Bruxelles), Professor Alain LEVEQUE : (VICE-RECTEUR), is accused of facism, racism – protecting, defending and encouraging racism, abuse of power, bridge of confident, distortion of facts to suit and validate their racist attitude, intimidation and all kinds of threats. This is justified in the complaint filed against racist professors addressed to Professor Yvon Englert the former Rector which took him plus four months for him to reply through the person of Professor Alain LEVEQUE with all sorts of threats, distortion of facts, criminating the case intentionally and voluntarily and they know the consequences. As if it was not enough Professor Yvon Englert got his lawyer Maître Patricia MINSIER to send me an intimidation letter with no legal base threating me with imprisonment and defamation. This is illegal as they are the one guilty of defamation against my personality and intelligent as they assigned Ms. Lucy VAN HOVE to reject a valid work and unable to issue an official notification stating why the work was rejected till date. They are responsible for traumatizing me morally, mentally and psychologically rendering my health in danger.
The team headed by Madame La Rectrice Annemie SCHAUS who requested to meet me so that she can viciously and aggressively harass my personality, committing defamation by telling me I am not intelligent to write a thesis. I have failed and blaming it to her colleagues. Members of the team of Madame La Rectrice include: Madame Aude STAQUET, who acted as Legal Registrar and secretary during the meeting, Madame Nadine POSTIAUX : Vice Rector of Education, Madame Claire FAUVEL: Adviser at the Rectorat who sent an email to me the minutes of the meetings with inaccurate information on what was discussed at the meeting. She should have been the one who advised that what was agreed in the meeting should be distorted and non-respected. They are guilty of defamation against my personality, criminalization of the case as they distorted minutes of meeting, viciously and aggressively harassing me, psychologically traumatizing me with all forms or threats and intimidation, tarnishing the image of ULB with their racist attitude and trying to shift the blame on me which is all illegal. They are liable for not only being racist, but viciously promoting, reinforcing, defending it.
Professor Viviane VANNE who was not only abusive in
emails yet used racist slurs to me in class and whom I filed a racial complaint
against in 2017 and till date no decision. It should be noted that Professor
Viviane VANNE in general is noted to be mean with many students. She picks on
anyone however the degree is not the same. When she continuously humiliating me
in class in the presence of the other students, the Belgian and European
Students could not take it anymore as they pressurized me and helped drafted
the complaint letter file against her. They had equally insisted that I should
request the decision or I will be targeted and be failed with a grade ranging
from 00/20 to 03/20. Since I had a pass in the Course, and my aim was to study,
succeed and get a job, I decided to change my specialization from Organization
and Administration to Gender and Inequality, in the hope that I will not be
targeted. The inevitable still happens and justice must be served.
Professor Andrea REA : Former Dean (Doyen de Faculté de Philosophie et Sciences Sociales), protected professor Viviane Vanne as he did not issue any decision on the complaint I filed as head of the commission who audited the matter. He is the one who convocated me to the disciplinary commission, issued a sanction without motivation, unjustly refused the request of article 70, is therefore guilty for protecting racist professors.
Professor Valérie PIETTE : Dean (Doyenne de Faculté de Philosophie et Sciences Sociales), she refused unjustly the request of article 70 and intimidated me with article 2 of disciplinary rules.
Professor Cécile VANDERPELEN and Professor Jean-Philippe SCHREIBER obliged me to do extra hours and days of traineeship as they refused to correct the duration with professor Vanderpelen telling me I am good for nothing, will spend my time complaining and never succeed.
In a 15 pages thesis proposal with Professor Cécile VANDERPELEN as my promoter, she graded this proposal 04/20 with remarks such as I quoted Mercy Amba Oduyoye and she is not a recognized scholar in ULB. I had mentioned God in research question and in ULB one cannot talk about God. This grade was signed by the two correctors Professor Monique WEIS and Professor Pierre PETIT. When I requested feedback according to the school rules, professor Monique WEIS classified me as “aggressive” and professor Petit went mute. This is unacceptable, illegal.
Professor Sylvie PEPERSTRAETE and Professor Monique WEIS who changed the rules for writing an exam paper for a Seminar Course. This rule was changed only for me and I was the only student who look like me and they failed unjustly. Such racist discrimination cannot be tolerated or condoned.
Madame Amandine MATHY and Madame Marie DEJEANS, tuitor for Seminar Course on how to write a Thesis, who requested I should write a seven pages article and never gave feedback. I was failed, had to repeat this course and they chased me out of the class stating a sanction was taken against me and Professor Monique WEIS should have notify me. When I requested to know more from professor Monique WEIS, I was classified again as aggressive, the former Dean Professor Adrea Rea and the former Rector Professor Yvon Englert was notified and I was intimidated and warned not to complaint further.
Madame Charlotte CLAES, as obusman, I requested information on how to direct the appeal letter I send to the former Rector Professor Yvon Englert to the Comission of appeal at my department. She was upset why the former rector could not direct the appeal to the commission of appeal, telling me, I did the right thing to send an email to the Rector and it is the best and highest appeal because if the commission of appeal decision is not satisfactory, The rector has to act. She lamented why they have requested her to tell me I must appeal basing my argument on article 99. When I requested what article 99 states, she said she will forward it in my email, and when I requested the contacts of those in the Commission of Appeal, she said everything is in article 99 that’s what they say. Because she did not want to implicate herself in this matter she abandoned me in her office, I waited for her to no avail and left, send her email and got no reply to the emails I send to her till date. This leave me with the feeling of rejection, and stigmatization which is very traumatizing.
Professor Esteban MARTINEZ failed me unjustly in the Course of Sociologie du Travail. During feedback session, he admitted that the failure is not only unjust but wicked yet refused to give justify grades and obliges me to retake the course. As programme coordinator, He replied off topic stating “my appeal invoking article 99 is rejected”. I never made an appeal base on article 99. I requested why my work was rejected and what to do next according to articles 88 and 89. It is important to note that Professor Martinez let me to understand that, he’s is only acting as a communicator because the decision to reject the work comes from the former rector professor Yvon Englert. He let me to know that the Authorities of ULB actually think they are above the law and they can do and undo. Professor Martinez added that he is afraid, I will never graduate because what the Authorities of ULB will do is to get me do another research, they will reject it again without any official notification because the school rules and regulations do not apply to students of my category. Ms. Nadine Postiaux confirmed this in her email send on 22/12/2020 when she said, in ULB no official written notification is issued when a thesis is rejected and I should just go ahead and redo another new research and the instruction imposed on me and the promoter is that, this new research must be in French, so that they can easily reject it again. This is criminal and illegal. The school rules state they are obliged to issue written notification and they must respect the rules. Nobody is above the law. One is just thinking that, how can a professor who individually signed his working contract at ULB acknowledging the philosophy of “Free Thinking and Free Expression” become a communicator? This can only be answered to the fact that the former Rector Professor Yvon Englert is considered as the cornerstone of racism, promoting it, encouraging it and imposing it on professors and his successor madame La Rectrice Annemie Schaus is no deference but worse as the manner to which she harasses one is very vicious not forgetting her committing defamation. This is illegal and they must be held accountable.
Madame Lucy VAN HOVE corrector of the thesis and the one who was assigned by the former rector to make sure the work was rejected. She took upon herself graded it 00/20 and till date no reasons. What’s the rule for grading a thesis? Was it applicable to this matter? She was courageously arrogant enough to act in the most unprofessional manner as she chased me out of the Defense Room which is unacceptable, illegal and she is liable.
UNIA the Belgian Organization for Equality and Against Racism.
Madam Emile Van de BROECK told me over the phone ULB is a financial partner to UNIA and so UNIA cannot support or defend me. She furthers warned me never to contact UNIA if it concerns ULB and send an email closing up the case file. Ms. Hania MANA, send me an intimidation email requesting I should take down a tweet or UNIA will sue me. Ms. Cristel BEATENS is the one who opened the case file with UNIA. Ms. Els KEYSMAN hypocritically tweeted I have never contacted UNIA and did nothing after she found out UNIA had closed the case file thus protecting racist professors. Did Professor Yvon Englert corrupt UNIA? Or why after the tweet they never seek to do their job? UNIA must be sanctioned.
Fédération des Etudiant.e.s Francophones
The Jurist service at the Fédération des Etudiant.e.s Francophones has all it take to have resolved this matter at the early stage and they failed to do so intentionally. Why?
The Minister of Higher Education, Minster Valérie Glatigny should be investigated to see what role she had engaged in in resolving this matter. To take into considerations is the fact that I have written emails to her offices. To mention some include, the email dating 26th September 2019, 21st October 2019 and got vague replies. I send a recommendation letter to the Minister of Higher Education Office dated 19th November 2019 and the reply was a phone call telling me to direct my request to the “Conseil de L’Etat”. I had requested that this advice should be put in writing and send to me and till date I got nothing. I had sent an email addressed to Minister Valérie Glatigny on 16th June 2020, and 27th July 2020 and got no reaction. What is the meaning of Minister Valérie Glatigny no reaction to the emails? One is having the impression that the Minister of Higher Education is indirectly protecting these accused Racist professors in ULB. Is she the one advising the personnel at the juridical service of Fédération des Etudiant.e.s Francophones not to take any action against these racist professors given the fact that they got all it take to resolve this matter and apply sanction? They failed to take prompt action telling me they must protect the professors implicated and this is illegal. The question to be answered is; who authorizes the juridical services of Fédération des Etudiant.e.s Francophones not to take any action? Reason why Minister Valérie Glatigny should be investigated.
Madame Perrine RADERMECKER and Madame Estelle DAGA intentionally and voluntarily refused to act. What are their roles or job description at the juridical services of Fédération des Etudiant.e.s Francophones. They are guilty for protecting racist professors and victimizing and traumatizing me more. It was very traumatizing as Ms. Daga persistently called me requesting I should send in an apology letter to the professors if I wish to complete my studies.
Your Excellency, all the above mentioned accused are guilty of violation and raping one off my human right. However, the gravity and degree of how they are implicated in this violation is not the same for all the accused. This is the reason each of the individual should be investigated such that individually they assume the responsibility of their actions and face the consequences. The fact is and it is cleared, all the above mentioned accused has intentionally and voluntarily engaged in violating human rights and they know the consequences and therefore cannot escape justice. All the above mentioned accused are individuals whom I have so much respect for and held in high esteem to be an example of how we ought to treat and respect one another. They cannot be the very one to destroy my life as their actions have put me in a traumatize depressive state, meanwhile as a student, they have the responsibility to care about my wellbeing and to be a good example. They must be held accountable. Your Excellency, these above individuals continue with their activities normally as if nothing is happening while I am blocked. This is not fair and requires your urgent reaction.
Your Excellency, one is equally doubting if the philosophy of Free Expression – Free Thinking (Libre Pensée at Libre Expression) of Université Libre de Bruxselle is being respected by the Authorities of ULB as professors are to sign this. Did my promoter who had refused to work with me actually accept to rework with me or did they imposed this on him as they as good in promoting racism? The work they rejected is a valid correct work, they are obliged to give justifiable written OFFICIAL notification and to state why they refused issuing this notification timely. Your Excellency, one cannot stop thinking how is it possible that an experienced professor (my promoter) of plus 20 years, promotes a research work, gives authorization for submission and not be able to evaluate it. Yours Excellency, you see, they have no respect for anyone standing against discrimination and racism. How can a Ph.D researcher/Lecturer disqualified the work of an experienced senior professor without justification? This is unacceptable, shameful, terrible and demands your urgent intervention. I am confident that Your Excellency will do what it takes for justice to be served and for me to complete my studies this academic year. Thank you.
