Sa Majesté, Le Roi,
C'est avec tout le respect que je vous écris encore une fois concernant ma situation sur le dossier (votre référence : R 202100279/RR1). I am writing to demand excuse for over staying out of the Country and to propose solutions to peacefully resolving the global systemic racism which they want to exterminate nationally.
Of important, to note, this global racism was started eons of years by humans (black devils) who look like me. This fact cannot be undermined. Research into historical facts will prove the fact that long before European colonization and enslavement of Africans, within Africa, African had been colonizing and enslaving one another. Europeans have also be colonizing and enslaving one another. The Western Civilization inherited an evil system which was started by “black devils”. This is the root cause of the global racism they want to exterminate me. Thus to get a long lasting solution for the good of all humanity, racism must be denounced starting at the root cause – eons of years when the black devils started it. I am researching this and it would be my pleasure to share with His Majesty His The King.
His Majesty the King, I am demanding pardon for over staying out of the country. I left beginning August 2024 and came back ending November 2024. This is more than 90 days. Circumstances beyond my control obliged me stay beyond my requested time.  I was forcibly hospitalized in Moscow psychiatry hospital for almost 6 weeks. Within this period my visa expired and I had to leave through deportation, spending more than 2 weeks additional time in the deportation camp – “prison”. I signed a debt borrowing 2000 euros for my flight ticket back to Belgium with the Consular office Moscow. I am pleading that that government should pay this debt which is the cost of my flight ticket. It is good to be home – back to Belgium.
His Majesty, The King please pardon me for staying out longer. My staying out longer is motivated and justified, reason I am humbling demanding your pardon. Thank you His Majesty The King.
His Majesty The King, I would like to use this opportunity to propose solutions to ending the global racism which they want to exterminate me in order to have a normal life and to focus on researching the root cause of this evil which was started by the “black devil”. As a proposal to peaceful solutions, I am demanding that a compensation for the wasted time be paid and a job given me. I would like the position of Federal Adviser of ombudsman for individuals conflicts / problems. I am a problem solver. As a victim, I am proposing solutions. I am equally proposing a meeting with the President of the  Council of State, the Federal Prosecutor and the Prime Minister. This meeting will help us further strategize and the implementation on the propose national solutions.
His Majesty The King, in additions to the above mentioned proposal, there are some irregularities which must be corrected. My apartment is  un habitable. There is no heater, no hot water, lots of work to be done. Worse by the fact that my criminal landlord intentionally cut off my electricity, despite the fact I told her to exercise patience for us to solve this matter peacefully. I called an electrician who came and discovered where they cut it. I must leave my apartment urgently to a habitable apartment for my health.
His Majesty The King, there is a judgment No. role 24A2567/7, No. 7168/2024 pronounced on  11/09/2024 without any legal process being respected or followed, no annex documents, at Justice de paix du canton de Ganshoren, not sign by any judge. Delivered into my mail box by Reynaert & Verschuer (VRL GERECHTSDEURWAARDERS: No. TVA: BE0475640983, address Rue Victor Allard 143, 1180 Uccle, Tel: +32 2 344 66 30). The judgment is on my eviction from my apartment. The landlord has used this falsified judgment to steal my money “guarantee locative blocked” which must be reimbursed and corrected.  The worse part is that on the first page of the judgement it is written: “Nous PHILLIP, Roi des Belges, A tous presence et à venir, faisons savoir,”.  His Majesty The King, this cannot be tolerated. My landlord has gone to extremes. This judgement must be corrected. I paid 50 euros at “Service Public FINANCE”, which must be reimbursed. To add Judgement 20A3389/7 of April 2021 of landlord requesting rent indexation must be corrected. The landlord never respected intentionally the legal procedure and this must be corrected. Further my complaint (with reference  Pré-GAD 5677 Council of State) against landlord madam Van Campenhout Denise for not doing reparations works must be respected. I won by default at the Council of State.
His Majesty The King, another irregularity which must be corrected concern my handicapped situation. My dossier is being manipulated which is very traumatizing such that the monthly amount has been reduced intentionally. This is to discriminate me which is not allowed. Again my internal appeal has no action. It is intentionally. This should stop. The duration of my handicap status must be extended for life motivated my health situations, and the rightful monthly amount pay. I included the communication for your information His Majesty to ensure that it is corrected.
His Majesty The King, I have one more request before I conclude that is external for humanity sake. I am born in Mbengwi Cameroon. The English speaking region. There is on going crisis at the English speaking region. Lots of people have died, many internal and external displaced, people killing themselves. The solution is here in Belgium. The same federal decentralized system working perfectly in Belgium will work perfectly in Cameroon as a solution to the on going crisis. I am humbling demanding that the Federal Government of Belgium should set a group of experts for conflict resolutions, including me to resolving the ongoing crisis in Cameroon. The same federal system in Belgium will work perfectly in Cameroon. Thank you.
His Majesty, The King, the reason many of our authorities whom I have addressed this matter to will state they are incompetent to resolving this global racism is motivated by the fact that, they are not racists and are unable to confront a valid racist problem. This is justified and motivated by the fact that the root cause of global racism which was started by the “black devil” passed down to the “red devil yellow devil white devil…” has been obscured. We must unravel the root cause to ensure people are not guilty and unable to speak out or react when need arises.
His Majesty The King, thank you for pardoning me. Thank you for considering my proposal for a national peaceful solutions. I am looking forward to having a meeting with the Prime Minister, His Excellency Alexander De Croo, the President of the Council of State, The Federal Prosecutor- Monsieur le Procureur Fédéral Frédéric VAN LEEUW. Dear Mr. President of the Council of State,
I received your letter dated 13/12/2024 with reference Pré-GAD 59017 as reaction to my letter dated 09/12/2024 addressed to His Majesty The King and my request for an appointment with you. Mr. President, motivated by the fact that I had to send a letter of apology to His Majesty the King, I had used the opportunity to appeal directly to His Majesty the King. I have used the opportunity to demand that certain irregularity with landlord, SPF handicap services be corrected. While Maintaining the request for a peaceful solution and an appointment request, the intention of my letter dated 09/12/2024 is to request an apology for over staying out of the Country, to propose a peaceful solution concerning the problem with ULB on the racism which I am the victim. Motivated by the fact that the root cause of racism date eons of years back, started by the black devils. As means of peaceful solution, we are proposing a meeting, reason we demand an appointment, we are proposing that a compensatory amount of money be paid to me for the wasted time and an adaptable job taking into considerations my health situations. For the job  position, we are proposing the position of a Federal Adviser for ombudsman dealing with individuals conflicts / problems. I am a problem solver.
Bearing in mind  that I was in shocked when the first page of the judgement 24A2567/7 stated that: “Nous, PHILPPE, Roi des Belges, A tous, presents et à venir Faison savoir:” It is obvious His Majesty The king was never in person at Justice de paix de Ganshoren. The handwriting on the judgement justified that page one was intentionally criminally added by the bailiff. The copy of judgment received from Korfine NV/SA does not have page one or any handwriting on the judgement 24A2567/7 5 (copy included). CPAS Koekelberg had known the decision of the judgement 24A2567/7 as stated in their letter dated 5th  August 2024 before the judgement was pronouced in September 2024. If not, there should be another judgement of eviction issued before August 5th 2024 which I am not aware of. This is criminal and illegal. This validate the application of articles 7 to 16 laws of 12 January 1973 of the Council of State to legally appeal against Judgement 24A2567/7. In the same light, it is not logical for madam Van Campenhout Denise to request prolongation for repair works at Brussels Accommodation (letter dated 11/10/2024 included for your attention) while in possession of a judgement of eviction. Madam Denise Van Campenhout have taken laws into her hands which is criminal and must be corrected.
I hereby appeal against judgement 24A2567/7 by invoking the application of articles 7 to 16 laws of 12 January 1973 of the Council of State. This appeal is  motivated by the fact: firstly, the legal procedures were never respected. Secondly the former landlord never requested any rent, thirdly there was no invitation from the Justice de paix de Ganshoren.

On the lawsuit Votre Réf : Pré-GAD 56771 against my landlord for not doing repairs works whereby the Council of State granted me victory by default. Following my letter dated 13/07/2024 claiming my victory, addressed to the Council of State, copied to the Federal Prosecutor dated 26/07/2024 (letters included for your utmost attention). The landlord has continuously engage in acts of violating the laws by accessing the building, criminally looking for means to render me homeless and worse by criminally cutting off my electricity. This is unrefutably fact which proves that Madam Van Campenhout Denise does not want any peaceful solution. Communications included for your attention Mr. President. It is criminal for the madam Van Campenhout Denise to steal my guarantee locative. We demand that the money be reimburse with interest into my account bank details BE15 3630 2533 5430 immediately.

Mr President, I request a lawyer and bailiff to reinforce my victory formally for the lawsuit “Votre Réf : Pré-GAD 56771” against my landlord for not doing repairs works whereby the Council of State granted me victory by default – I am the landlord of the property situated at Rue Montagne aux anges 24. The documents of the property must be legally in my name. As landlord, my apartment is inhabitable, there is no heating, no hot water. I need help getting a temporary accommodation for my wellbeing. To add to my health situation, I was poisoned at the psychiatric hospital of Moscow, Russia. I never consulted any doctor in Moscow. the only reason the Russian authorities forced me taking medication is motivated by the fact that the Russian authorities intentionally planned to kill me. Sooner or later the side effects of the poison medications will be manifesting as other health symptoms within me. Staying in an apartment with no heater and no hot water is very detrimental to my already fragile health. I need urgent help with a temporal accommodation. Thank You.

The duration of my handicapped status must be extended for life and the amount of money corrected. Here included a copy of letter received.

I am humbling demanding that the Federal Government of Belgium should help Cameroon in resolving the ongoing crisis of the English speaking Cameroonian. Our Belgian Federal Government is able to set a group of experts for conflict resolutions, including me to resolving the ongoing crisis in Cameroon. This is motivated by the fact that, the same federal system in Belgium will work perfectly in Cameroon. This is for the good of humanity. I was born in Cameroon and have right to request help.
